  5.     On the bleak housing estates of northeastern England, where
  6. unemployment runs as high as 40%, the closing days of summer
  7. produced an outbreak of "hotting" -- the teenage sport of
  8. racing stolen cars. Last week, during four nights of
  9. disturbances, one full-scale riot raged for five hours on an
  10. estate in Newcastle-upon-Tyne that is locally known as "the
  11. Bronx." Hundreds of youngsters fire-bombed buildings, wrecked
  12. and looted shops and stoned the police.

  14.     The violence was apparently touched off by the death
  15. earlier this month of two young men who were killed while being
  16. chased by police at speeds of up to 125 m.p.h. Relatives said
  17. the youths had been taking part in another form of automobile
  18. delinquency, "ram raiding," which involves driving stolen cars
  19. right into stores and then looting them.

  21.     Although this year's violence has been widespread,
  22. involving similar incidents in Oxford, Cardiff and Birmingham,
  23. the Times of London concluded that the worst was over. All would
  24. be well when the weather changed, an editorial predicted,
  25. because "the best policeman of all is rain."
